To cut a long story short, he originates from another miHoYo creation - Impact 3rd.
In the realm of Impact 3rd, he goes by the name Joachim Nokianvirtanen and plays a pivotal role in that universe's narrative. Without divulging too many spoilers, the Reddit discussions reflect the immense popularity he enjoys, with comments like, "I played HI3 for three years...I still find it hard to believe that this badass is just a cool grandpa in HSR," from user ComeHereToBrazil.
Welt is far from a minor character; he is deeply entrenched in the affairs of the Luofu Act, exerting authority with unflinching composure in a world less besieged by threats.

He finds his way into the Star Rail universe through mysterious means, accompanied by the enigmatic Void Archives, a term that begins to make sense once you realize he is an AI inhabiting a body startlingly similar to another Star Rail character, Luocha.
